Are there rules about how to send out Email announcing an event using HTML in such a way that they by-pass spam filters?

While this isn't a feature in Event Center,

Spam filters look for specific words in the subject line and copy of the HTML email.  Some things to keep in mind:
  • Avoid using the word free or download
    • Use complimentary or at no cost to you
  • Names of the images are important – make them as generic as possible. It’s important to keep the images secondary – meaning that if the recipient has images turned off – they are still able to scan the email.
  • Never have a subject line in all caps
Marketing websites like marketingsherpa.com or marketingprofs.com will have articles that give more background on email topics like this.
