Do i have to be a webex subscriber to record audio and video from a webex confrenece?  Can I record a seminar that i am atteneding and not the owner of?

Aboslutely not. Infact you don;t even have to use WebEx's recording features to capture a presentation. You can use any other screen capture utiltiy you like, such as Camtasia or Captivate to capture the screen and audio. So even if the presenter doesn't allow participant recording youcan still grab the screen. Just note that you will need a Dynametric device os simmilar to grab the audio from your phone.
